[Maps] Option to turn Labels OFF for EMS basemap

Request: Option to turn labels off the basemap

As a customer, I sometimes build maps that are just for me, or where I know the intended audience knows the geography, in these cases, labels become visual clutter and deter from the data being analyzed.

As a customer, I will often add labels to the business/analytical data to provide context, these labels can conflict with the basemaps labels -- and in turn I would like to turn them off.

Optionally -- It would be nice if I could choose which layers labels are on or off. For instance, I often need country, state, province, major cities, major roads to be labeled; I often do not use minor cities, minor roads, or neighborhoods -- even at local scales, as my audience knows the geography well. To be discussed.
