[CCR] Add endpoints for fetching and creating follower indices #27646

I tested these endpoints in Postman and verified they behave as expected. Because I'm gone for the next few weeks, please be comfortable making whatever changes you think are necessary and merging when you're ready.

Note that we don't have any special logic here to check if there's a collision and return a nice 409, the way the auto-follow pattern endpoint does. Instead, we get back a generic 400 like this:

I'm not really happy about this test because we're really just testing that the stubbing works. It'd be great if anyone can think of a way to improve this test.

Actually, the test shows that we return the response from ES without modifying it. If we would need to modify (serialize) the response, we would need to update the test to reflect it.

LGTM! I added a small note about the /_ccr/stats that we will be able to remove when I merge the bug I am currently working on.
Also, about the 409, what I did with auto-follow pattern is first try to fetch the pattern and if it existed manually responded with a 409 status. It would be much better if ES took care of it, but for now we could do the same here.

For the bug I am currently working on, I have implemented the /_ccr/stats API call as part of a generic ccr.stats client as we might need it for several server APIs. Let's leave it here for now but we will need to remove it once I merge it. (Note for myself)

I think jest snapshots are the best for this type of tests. No need to set the undefined to all property. Just make sure the snapshot generated is correct. Much smaller test 😊
