[ML] Adding missing job groups to recognizer wizard #55392

When editing a job in the recognizer wizard, the selectable groups list is made of up groups from existing jobs.
If the user wishes to add a new group to each job, they must manually type it into each job.
A group which is added to one job, is not immediately available for selection in a different job.

This change updates this groups list so it is comprised of groups from existing jobs, and groups from other jobs in this module, including groups which have only just been added.
