LGTM. Verified fix.
I also made the usageCollection plugin required because it doesn't look like it can be disabled.
This seems to contradict these docs. But, to your point, it does seem like it cannot be disabled. It would be good to get clarification on this, as I think in some of our other apps we list it as an optional plugin.

This PR fixes the problem by correctly typing these dependencies as optional and guarding against their absence. I also made the
usageCollectionplugin required because it doesn't look like it can be disabled.
