In https://github.com/elementary/website/blob/master/_scripts/lib/highlight.js
The highlightjs version is v9 when v10 is available
The URL can then be replaced by:
https://cdn.jsdelivr.net/combine/gh/highlightjs/cdn-release@10/build/highlight.min.js,gh/highlightjs/cdn-release@10/build/languages/vala.min.js

Note that there are breaking changes but I don't think that we should be impacted
