This PR is the first about the #4491

It's necessary for issue on dashboard project :

This PR add :

  • Endpoint to get Provider Options
  • Api Client interface which could be use by the Studio
  • Context Object to pass custom information to the provider from the client (for Cascading Dropdown Lists elsa-studio#67)
