Fix docker build

The docker build make docker-image was failing because the terminado installed in the base image (version 0.8.3) cannot be upgraded, producing the following error message:

ERROR: Cannot uninstall 'terminado'. It is a distutils installed project and thus we cannot accurately determine which files belong to it which would lead to only a partial uninstall.

This change forces the removal of the terminado package via conda so that the subsequent eager upgrade can proceed.
