Publish a second pointcloud, cropped_velodyne_points, for each velodyne that only waits for points within in a set of "visibility angles" (the part of the circle that is not covered by our truck). This is to allow lower latency between when the first point is collected until the data is sent out.

            Full sweep PC,  cropped PC
Rate:        10hz,             10Hz
Delay:      ~100ms,        ~60ms
