update service resource version cannot empty

update the service neet provide the resource version

Repro steps:

1. install gateway
2. config and install gateway kind cr
3. delete envoy-default-eg pod

Environment:

gateway: latest main branch
envoy: 1.24-latest

Logs:

Include the access logs and the Envoy logs.
