[Underfoot] Charmed NPCs do not switch to a pet #3

Clients that are already in a zone do not get informed an NPC has changed to a charmed pet and still targetable by F8

Similarly, a client that zones in after the NPC was charmed will always see the NPC as a pet, even after the charm breaks

Currently unknown if this affects Underfoot only or previous clients.

This affects all clients. I have pushed a change which should stop pets being targetable by F8 and also charmed pets no longer get a surname of Soandso's Pet, as that is how Live works.
