The code `l.extend(l)` wasn't working properly. What was needed, is a defensive copy in case you try to extend the list with itself. The problem with that was, that the `is` operator wasn't implemented for the typed-list yet. So, this commit fixes the `is` operator for the typed list and uses that to implement the defensive copy in case of self referential extension. Tests included.

This fixes a test, where a non-thread safe container is written to
during testing
To reproduce on at least `linux-64` and `osx-arm64` (and probably
others):
```
NUMBA_THREADING_LAYER=workqueue SUBPROC_TEST=1 ./runtests.py -m 32 numba.tests.test_parfors.TestPrangeSpecific.test_tuple_hoisting
```
On `linux-64`, this can be debugged with `gdb`:
```

The code
