This pull request (rebased on Jon's master branch, so this includes a commit of his) adds a type system, minivect as a submodule (which provides the basis for types and conversion to LLVM types), a type inference pass and an decorator which lets the function specialize when called. Translate.py should now be rewritten to reuse typed variables from the type inference pass.

Currently this pull request will break all of numba, but it would be useful to continue development with this merged (either in the master branch or maybe in a 'devel' branch), since any change to numba will be likely to introduce conflicts with this pull request. In short, the first thing to do would be to fix numba to use the new type system and type-inferred variables.

Added complex types defined as LLVM structures in numba.llvm_types.
Added ctypes support for the resulting LLVM structure in numba.utils.
Lots of tweaks to the type-specific codes in numba.translate.
Added numba.translate.MethodReference class to support method calls.
Added code generation for calculating complex conjugate in _LLVMModuleUtils.build_conj().
Modified ctypes function wrapper generation to add additional layer of wrapper for functions that return a complex result.
Modified numba.translate.Translate.op_LOAD_ATTR() to handle complex data.
Added unit tests for complex numbers in new file .../tests/test_complex.py.
Todo: reuse variables and type system in translate.py

This fixes a test, where a non-thread safe container is written to
during testing

To reproduce on at least `linux-64` and `osx-arm64` (and probably
others):

```
NUMBA_THREADING_LAYER=workqueue SUBPROC_TEST=1 ./runtests.py -m 32 numba.tests.test_parfors.TestPrangeSpecific.test_tuple_hoisting
```

On `linux-64`, this can be debugged with `gdb`:

```
