The Fomu project (https://fomu.im/) has a ready-to-use download to be used on Windows. Get it at https://github.com/im-tomu/fomu-toolchain, extract it and add the bin directory to your PATH (details are explained there).

The only thing that's missing in the Fomu toolchain in order to run the WTFpga examples is iceprog. You can get it from https://github.com/FPGAwars/toolchain-icestorm/releases. Unzip the latest release (amd64 is what you want) and copy iceprog.exe to your fomu bin folder.
