Wrong encoding of UTF-8 character in rules

The files used for id-match rule have wrong encoding. They are encoded in windows-1252 instead of utf-8. My bad.
As a result, page on http://eslint.org/docs/rules/id-match displays a missing character on the citation.
I'll send a PR asap.
