When we restructured files at one point, we didn't update the TEST_FILES mocha pattern, so the tests in tests/conf are not being run.

What changes did you make? (Give an overview)

Updated the TEST_FILES pattern to include tests/conf in test runs.

Is there anything you'd like reviewers to focus on?
