chore: Bump tough-cookie and yo (#156)

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [yo](https://github.com/yeoman/yo). These dependencies need to be updated together.

Updates `yo` from 4.3.0 to 4.3.1
