Created Community Development Folder

I was trying to go through my ideas to present them to someone else, but realized that it was already hard for even me to track what I said where. I put them all together into the repo so that others can read and collaborate more easily. Also made a few edits to the CoC by adding a version control. Let me know what you think! :)

btw there might be a few typos, but I wanted to get feedback on the general format before making it look pretty

We should have a discussion about how best to structure this aspect of the policy and the work in general; this can happen in the near future. In the meantime, I'll merge this in as it is helpful and moves the work forward.
