What
This PR introduces RIP-7212 implementation which is on the CFI list for the Prague upgrade.
EIP-7212 is depracated and has been migrated to RIP-7212 which includes the Final specification.
How
Now @MariusVanDerWijden has recommended to open a new draft PR, which is previously dicussed at PR #27540.
This changes already implemented by the geth versions of Optimsim, Polygon, and Scroll.
