First commit of team compass

This is a first-pass at moving the content defined at this bootstrap proposal page into a standalone team compass repository.

It defines a minimal team compass structure and governance information. I made some minor edits to the text but I don't believe anything that changes the meaning of what was in there.

A few other updates:

• I created a ReadTheDocs project to host this here: https://readthedocs.org/dashboard/executablebooks-team-compass
• I made https://compass.executablebooks.org point to the RTD project
• I've created a @executablebooks/steering-council team (and ping to @jstac and @gregcaporaso for a review here)

Once we merge this, I'll continue with the other governance updates. I think we will need to do some coordinated push/pull of content from meta/ here, but this at least sets us up for next steps.
