New exercises aren't unlocked if the unlocked_by exercise has already been completed

Hi,

I recently added affine-cipher to the Bash track, and made it so atbash-cipher unlocks it.

When I visit www.exercism.io/my/tracks/bash it says affine-cipher has been unlocked under the atbash-cipher exercise, but card for affine-cipher still has the locked symbol.

I can access the exercise neither from its card nor from the unlocked link under atbash-cipher.
