Introduce an option for enabling comments while publishing a solution

Currently, enabling comments is harder than it should be. I've to publish a solution, then click on it, click on a gear box, choose "Enable comments", and click ok on the pop up that confirms I didn't go through all the trouble mistakenly 🙄

Please, just put a check box on the publish solution window so that I can check it the first time. I personally would prefer the box to come checked by default, and perhaps so do many others, as I see most community solutions open to comments.
