How to tell bitbake not to fetch? #64

Hi All
Every time bitbake will to do_fetch for the internet,but now I need work in a place whithout network. use BB_NO_NETWORK="1" ,bitbake still to fetch. What Can I do ,Help me,Thanks a lot !

Summary:
Enable JTAG in Elbert and include the new IOCTL cpldupdate helper library.

The changes to enable FPGA programming in Elbert will be provided
by a separate PR that includes other fpga_util.sh changes.

Testing performed:
Verified that /dev/jtag0 is available.
Verified that /usr/lib/libcpldupdate_dll_ioctl.so is available.

Support SMB reboot in I/O FPGA Silverbolt power block XIL. Require
1. BMC "sandia: package: Package cisco 8000 kernel modules in sandia image" for cisco-8000-kernel-modules.
2. x86 BSP supporting SMB reboot
