circleci: update to Ubuntu Jammy #210

Update the core image to ubuntu-jammy, which is what upstream appears
to be using for Jenkins.

Update the crops/poky docker image to Ubuntu 22.04 because 'latest' is
still pointing at Ubuntu 18.04, which doesn't run Python 3.8+ and that
is a requirement by bitbake now.

Rocko machines can no longer compile with crops/poky Docker images,
so disable them in CircleCI.  These machines aren't changing much
anymore and we have coverage from internal CI at Meta.
