[0.73] Update Metro to ^0.80.0, don't pin to exact version

Summary:

Bring 0.73 up to the current Metro release branch, and unpin it (see PR for details on why this is now safe), to allow 0.73 to continue to receive Metro fixes and features after launch. Metro 0.80 doesn't contain any breaking changes exposed to RN.
