Summary: A previous fix to DBTestUniversalCompaction.UniversalCompactionTrivialMoveTest2 didn't address the right problem. The problem is L0->L0 compaction is not trivial move in the scenario, not parallel compactions. Fix this.

Test Plan: Run the test multiple times.

Because I previously tried to restrict it to 1 to fix the test but it doesn't seem to be the cause of the problem: 1d9dbef

I'm reverting it to get back the coverage.
