Hmmm it seems I have a 32-bit version of OS. I'll try to fix that an come back if the problem is still there on 64-bit RPi OS.

I can confirm besu runs on raspios_lite_arm64 / rpi4b-8gb. the 4gb version might not be enough RAM for a mainnet node however. RocksDB is memory hungry.
