Summary: Fix a bug that causes file temperature not preserved after DB is restarted, or options.max_manifest_file_size is hit. Also, pass temperature information to NewRandomAccessFile() to allow users to hack a solution where they don't preserve tiering information. Test Plan: Add a unit test that would fail without the fix.
