What this PR does / why we need it:

  • Currently feast.logging.audit.messageLoggingEnabled disables message audit logging at the AuditLogger level.
  • The Message Logging Interceptor code still runs when the flag is set to false
  • PR updates flag to turn off Message Audit Logging at the Interceptor Level, ensure the interceptor code does not run when the flag is false.
