A user may want to re-run the Bodhi Update tests. Fedora-CI is one of the places that the tests are run. There is currently nothing in bodhi that allows Fedora-CI tests to be re-run. Implement an API to allow an update's Fedora-CI tests to be re-run.
Minimum - re-run all the tests.
Ideal - Have an option to re-run all tests, or just specific tests.

This commit adds API call which will publish bodhi.update.status.testing
message to re-trigger tests again.

This should help with implementation of fedora-infra#3284, fedora-infra#3285, fedora-infra#3286, fedora-infra#3287
and fedora-infra#3288.
