Add org.freedesktop.Platform.VulkanLayer.MangoHud

It is the same com.valvesoftware.Steam.Utility.MangoHud extension, but adapted for the runtime extension point introduced in 21.08, thus it can work with any flatpak app (using 21.08 runtime or later), not just Steam.

Please confirm your submission meets all the criteria

  This is effectively a rename
• I own the domain used in the application ID or the domain has a policy for delegating subdomains (e.g. GitHub, SourceForge).
  Not applicable for runtime extensions
• Any additional patches or files have been submitted to the upstream projects concerned. (If not, explain why.)

Oh, org.freedesktop.Sdk.Compat.i386 isn't available for aarch64 and we can't make sdk-extensions conditional. Will have to keep the extension x86_64-only.
