Add config file support

The console commands are cluttered with options and that is a bit annoying to maintain and to grasp when first reading the code.

I see no reason to not replace most (if not all) options with a configuration file.

The league/config package offers a schema definition for settings and capabilities to load actual values from file, which should be good enough for this case.

This could also lead to supporting multiple-domain check on a single run 😄
