Might be similar to issue #1070 part 2.

When hovering inside the donut innerradius or white space, the hover event is still fired, which leads to unwanted highlighting of the pie parts.

fix for flot#1124, IE compatible.

Not sure if it is the best way to go, maybe it should test with another
context if isPointInPath is available, instead of a circle-shaped
