some api config settings and commands have no effect on boot

While some settings, like api.conf.autoplay, can be tweaked at boot time, others cannot.

Incomplete list of what has no effect:

• conf.volume
• conf.muted
• conf.loop
• api.volume() - see also volume(level, true) changes localStorage.volume when called from within event #1264
• api.mute() - see also volume(level, true) changes localStorage.volume when called from within event #1264

@nnarhinen - these may be wontfix or cantfix, but at the awareness of them can be crucial for plugin authors.
It may even affect core.
