completed first cut of FluentCassandra rakefile added the ability to publish NuGet symbol packages removed the previous build / nuspec documents

Also updated README to explain how to run the Rake build. I designed the Rakefile to play nice with build servers - we use this exact same structure for our TeamCity deployment.
