Steps to Reproduce

Add a Tooltip with a message and a Text widget as its child.
Turn on Accessibility.
Tap on Text widget
Observe the Tooltip message is being read even though the tooltip is not visible.

Note: The same is true for a tooltip widget that has no child or is not visible.

Expected results:

I would expect the semantic labels of the tooltip or the message of the tooltip to not be read aloud unless visible.

Actual results:

I am seeing the Tooltip message being read aloud even when the tooltip is not visible.

The below example illustrates how we are trying to use a Tooltip around a Text widget to display the full amount of text. This is so users will always have access to the full text.

It looks like you are having this issue on mobile platform, right?
On Desktop (Web, MacOS), the behavior is different:

Web: the VoiceOver only read aloud when the tooltip is visible.
MacOS: the VoiceOver didn't read aloud when hover/focus/click on widget.
Android: the TalkBack read aloud both Text content and Tooltip message even though the tooltip is not visible. But when the tooltip is visible, the TalkBack didn't read the tooltip.
iOS: has the same behavior as Android, but can not make the tooltip show.

Great thank you, what will be the expected behavior for mobile?

Assuming it shouldn’t read the tooltip when it is not visible and that you should be able to trigger the tooltip and read it aloud with voiceover / talkback enabled?
