[Windows][Desktop]: debug build of template app not working using VS2019. Throwing Error waiting for a debug connection: The log reader stopped unexpectedly, or never started.

I tried to replicate this but was able to compile and build the app properly without any issues: verbose log
I am on same cmake version
stable flutter doctor -v
A similar issue was reported and fixed recently: #97086 but it was for VS 2022 edition. Keeping it open and labeling for further insights from the team. /cc @stuartmorgan |

@darshankawar The OS is Windows 10 Enterprise LTSC (If that effects anything) Release mode works for the template app and it appears I'm trying to get teh debug build working as another app we want to run on this PC (Written in flutter) doesn't execute, nothing appears and no errors reported so would like to run that in debug to work out the issue. |

I've seen issues with VS2022 and CMAKE, but I'm using VS2019, cmake version is 3.20.21032501-MSVC_2
