Add Delivery Settings + improve 'Notify Customers' functionality #15322

Changes:

Add Delivery Settings single DocType.
Move "Delivery Notification" field in Delivery Trip to "Dispatch Notification Template" in Delivery Settings.
Checks for a set Dispatch Notification Template before sending out emails.
Rearrange fields in Delivery Trip and Delivery Note.
Add patch to create a default Dispatch Notification email template
Add default email template to setup and install scripts.
