In 2020 DATEV released guidelines and a testing software for their CSV file format that is generated by regional report "DATEV". This has already been fixed in
develop(#21126, #21113).For this PR I manually applied the same fixes to
version-12-hotfixand ran the resulting file through the test program. The header seems to be correct now:
