pkg-create.8 should mention SOURCE_DATE_EPOCH #1443

The man page has an environment variable section that states The following environment variables affect the execution of pkg create. See pkg.conf(5) for further description.

It does not mention SOURCE_DATE_EPOCH. I'm not sure how best to include it, since obviously pkg.conf is not the place to go for a further description of it.

See issue #1444. I believe that is the right way forward and then this issue #1443 becomes OBE
