should address #4370

-give Zero Point Fuel Generator a standard fuel part capacity of 20 and related default effect, so that the GUI doesn't limit ordered move paths based on a lower fuel limit, since the GUI doesn't know about the per-turn refills

so the effective extra fuel for bad fuel efficiency ships will be ...hm.. 12? should be fine i guess
