Fix problems found when doing a CMake build on my systems
(1) -DFS_INSTALL_PREFIX is ignored, whereas it should override the env variable (if any) and the default
(2) Some generated files where under git control
(3) Utils was not including or linking with the Expat package, causing some build problems
