From out Persective at Open Power system Data, it would actully be useful to have the option to define the missingValue on the resource level. In our data, all fields will have the same missingValue anyways.
Is that something you dicussed already?

Hi @muehlenpfordt this particular issue is more about the updating the JSON schema that validation code can use to validate the actual datapackage.json. Actual spec discussion happens here: https://github.com/frictionlessdata/specs/issues
