Data Package spec says resources is not required

The descriptor MUST contain a resources property describing the data resources.

It seems it's missed only in Metadata. Required properties but current wording kinda separate it (metadata and resources).

@rufuspollock I've read everything in #467 and the distinctions you are making about different types of metadata are very specific and don't make a lot of sense to me. Can you please do the PR to get this how you want it to be.
