gcc-for-Windows98

I managed to build gcc 11.1.0 for Windows 98 :)

std::filesystem doesn't work. Also compiler uses thread model: win32 so no std::thread and std::mutex and other stuff.

binutils, gmp, mpfr, mpc: no additional patches needed. :)

mingw-w64:
