New empty line inserted preceding module attribute

Description

A new empty line is inserted preceding a module attribute. This occurs for every run of the fantomas tool resulting an undesirable increasing number of empty lines. A new empty line does not appear to be inserted if the module is not decorated with an attribute.

This bug has been introduced in v3.0.0

Repro code

This code demonstrates a module decorated with the AutoOpenAttribute having a new empty line inserted preceding the attribute.
