With 23.0 we want to have a prebuilt client for release versions available on npm.
Visualizations are separately installed packages that are not covered in this, but the main /static/dist/* bundles will be simply installed from NPM by default.
This will also involve splitting the build of the galaxy-side things and the toolshed bundles into separate builds, and separately published artifacts, since these aren't typically even on the same machines.
