Make the latest Galaxy tool version or all versions available more accessible in the UI

Some ideas, there are certainly more.

1. "hover-over text" for tools in the tool panel (Analyze and Workflow views) noting the most recent Galaxy tool version

2. Or add it to the text

3. Could be a toggle at the top: "Show latest version/Hide latest version".

4. Or (would be my first choice) add in a ? icon at the end of the tool description in the tool panel, and when clicked on, list the versions the same as the "Versions" menu on the tool form does. This could be a selectable list - loading into the center panel the version selected.

Currently one has to click on the tool, and wait for it to load, to get to this info or change versions. This removes whatever was in the center pane.
