Add hspec - spectral analysis using Sherpa #264

This is a copy of the hspec code that was developed in a separate private repo by @registerrier and @ignasi-reichardt (with their consent and help to integrate this in Gammapy and release under the BSD-3 license).

I did some cleanup (see d5ceca4), but most of the work of integrating this properly in Gammapy will be done in future PRs. I just think it's logistically easiest to first move this to Gammapy mostly as-is and then re-factor there.
