Error sending notification when expense is approved

Status Quo

When an expense is approved by an approver the notification email is not sent

Steps to Recreate

• Make sure multi level expense approvals are enabled
• Add an approver to the user (who is not an admin, a manager or a supervisor of the employee applying expense)
• Apply for an expanse as an employee
• Approve it as the manager
• Try approving it as the first approver
