Replace Flask-RESTPlus which is unmaintained by Flask-RESTX. Take a look at: * noirbizarre/flask-restplus#593 * noirbizarre/flask-restplus#770 fix #60
flask_restplus -> flask_restx
for the parser. Also fix the BaseConverter.
